According to the search engine, later, the updated news was seen again on Monday with a report that more users were seeing the error message regarding Keyword Planner. Google responded on Monday that there was a technical issue and again restated that an active campaign is not required just a Google Adwords is needed. So now every user, whether he is an advertiser or not, can freely research the keyword in the keyword planner.
